Charu C. Garg Ph.D.

Founder and Executive Director | Senior Health Economist

Dr. Charu C. Garg is the Founder and Executive Director of Syzygy Consulting LLC, a global health advisory firm established in 2023 to align health service delivery, financing, evidence and policy for greater population health impact. With more than 30 years of experience in health financing, economic evaluation, resource tracking, policy analysis and health-system strengthening, she combines rigorous methods with practical country application, capacity building, stakeholder coordination and policy dialogue.
Through Syzygy, Dr. Garg leads work on immunization costing and financial sustainability, NIS.Cost, economic evaluation of child-health interventions, rehabilitation expenditure tracking, health-program financing, social and poverty analysis for climate resilient health infrastructure and economic appraisal of health-sector investments. She has supported global and country-level assignments for WHO, UNICEF, the World Bank, ADB and national governments across Africa, Asia and the Middle East, including recent work in Bhutan, Sierra Leone, Libya, Mozambique, Indonesia, Timor-Leste, the Philippines, Nepal, India, Bangladesh; Pakistan, Nigeria, Tanzania, and Malawi.
Dr. Garg has authored more than 50 peer-reviewed publications and technical reports on health financing, financial protection, National Health Accounts, primary health care, maternal and child health, nutrition and economic evaluations. She is an expert member of several WHO guideline development groups.
She completed postdoctoral training in health economics at Harvard School of Public Health, USA and holds a PhD in Economics/Econometrics, an MA in Economics and a BA (Honours) in Economics from the University of Delhi

Hari Garg is President of Syzygy Consulting and brings more than 25 years of senior leadership experience in technology, service delivery, global operations and complex program management. He has held senior roles with international organizations including IBM, Fujitsu and the Tata Group, and has led large service teams, delivery centers and transformation programs across North America, Europe, Asia Pacific and Latin America.
His expertise spans application systems development and integration, AI and data management, global delivery center management, strategic outsourcing, mergers and acquisitions, business process redesign, transition management and international strategy. At Syzygy, he supports technology-enabled solutions, operational systems, data platforms and strategic management for health and development assignments. He brings a results-oriented approach to helping organizations solve complex implementation and delivery challenges across health, telecom, energy and media sectors.

Divya D Bhasin

Senior Consultant — Digital Health, Data Analytics and Product Integration, project management

Divya Bhasin is a technology and product leader with more than 25 years of experience across enterprise software, digital health, data science and project management. She has led distributed engineering teams and international client engagements across the United States, the United Kingdom, India and Singapore, with formal project, program and portfolio management credentials from IBM, Ericsson and Intel. Her expertise includes scalable health-data platforms, digital product development, analytics, user requirements and translating complex health and business needs into implementable software products. As Co-founder and Chief Technology Officer of Semper Centrum Healthcare, she built and deployed Semper Curiosity, a HIPAA- and GDPR-compliant electronic data capture, registry and analytics platform used across multiple hospitals and developed machine-learning models for cardiac risk prediction.
Divya has supported Syzygy on WHO-supported multi-country research on possible serious bacterial infection in young infants, including data capture, validation and facility-level cost-effectiveness analytics. She also supported the R4D and WHO Nepal rehabilitation financing study through piloting of the expenditure data collection tool, field survey execution with national partners and final analysis under the SHA 2011 framework.
She holds an MS in Computer Science from Stanford University and a BE in Electronics and Communication from Delhi College of Engineering. She was granted a patent for mobile push-browsing technology and remains technically hands-on in Python, data pipelines and analytics.

Nikita Bindra is a Consultant at Syzygy Consulting with experience in global health, health economics and clinical research. She supports evidence generation for health policy and program decision-making through cost-effectiveness analyses, quantitative and qualitative research, data management and development of research tools.
Her work includes WHO-related research on treatment strategies for serious bacterial infection in young infants and support for national immunization strategy analysis and costing. She contributes to data cleaning, research coordination, documentation, quality checks and preparation of analytical inputs for technical reports and policy-facing outputs.
Prior to joining Syzygy, Nikita spent more than seven years in hospital-based clinical research, progressing to Senior Clinical Research Coordinator and leading a team of 10 research coordinators. She managed Phase I–IV clinical trials across multiple therapeutic areas, overseeing study start-up, regulatory submissions, patient recruitment, data management, safety reporting and study close-out.
Nikita holds a Master’s degree in Clinical Research and Pharmacovigilance and a Bachelor’s degree in Microbial Food Technology.

Ojasvi Gupta

Consultant | Data Management, Technology and Quality Assurance

Ojasvi Gupta is a Consultant at Syzygy Consulting with experience in quality assurance, research, data management and software testing. She brings more than six years of combined experience across technology, public-sector research, immunization program support, artificial intelligence evaluation, compliance testing and software development.
At Syzygy, Ojasvi supports desk research, data organization and validation, reference documentation, discrepancy identification, quality-control records and coordination with technical and non-technical stakeholders. Her health-sector work includes support for budget planning, expenditure reviews, financial documentation and resource allocation analysis for immunization-related programs, contributing to evidence-based planning for immunization access, coverage and equitable service delivery.
Ojasvi also brings strong technical capabilities in manual and compliance testing, user acceptance testing, data annotation, AI-output evaluation, Git-based version control and web application development. She has led software-testing teams, developed and executed detailed test cases, documented risks and defects, and supported cross-functional project delivery.
Ojasvi is MSc in Computer Science, California State University, USA; BTech in Computer Engineering, Pune, India; Software Engineering training from Per Scholas; and currently completing a Post Graduate Program in Artificial Intelligence and Machine Learning: Business Applications at Texas McCombs School of Business.
